Video Enabled Care (VEC)

This is a web-based solution that helps healthcare providers offer video call access to their services as part of business as usual operations. Video enabled care facilitates an alternative option of health service delivery, supporting patient- centred care.    

This work stream of the programme has three projects underway:

AttendAnywhere (AA) Telehealth Solution

Background

AttendAnywhere is a web-based solution that helps healthcare providers offer video call solutions to their services as part of business as usual operations.

Given the emphasis placed on patient centred care and as part of efforts to reduce the transmission of the infection to healthcare workers, solutions to allow clinical consultations take place remotely using video were required.

Purpose of project

To support the rapid deployment of a scalable clinical video solution nationally across all HSE and Section 38/39 sites and provide a robust support pathway to services nationally.

To enhance access to services for patients/service users, providing an alternative option of healthcare delivery through adopting innovative means in line with Sláintecare, HSE corporate plan and the National Service Plan.

Key Achievements to Date

  • Supporting the rapid establishment of a new care delivery capability, an alternative option of healthcare delivery

  • Engagement, leadership and shared learning with hospital and community services nationally for the provision of video clinics

  • Development of Implementation Framework to support the embedding of video enabled care solutions within services nationally

  • Implementations undertaken within maternity services, older persons services, respiratory services, oncology services, stroke services, social inclusion

   

Video Enabled Care Hardware and Peripherals 

Background 

Equipment/peripherals to facilitate the operation of a video solution were not readily available.  Individual applications for funding to obtain equipment would cause delays in acquisition.

Purpose of project

To secure central funding for equipment/peripherals allowing large scale orders to be processed in a quicker timeframe. 

National deployment of equipment/peripherals to support clinical video solution use.

Supporting the rapid establishment of a new care delivery capability, improving accessibility of health services across Ireland in line with Sláintecare and the National Service Plan 2022.

Key Achievements to Date

  • Development and management of a robust stock control system

  • Provision of telehealth equipment catalogue to support and provide healthcare providers in choosing the most suitable peripheral

 

   

Procurement of National Clinical Video Platform

Background 

The rapid response to COVID-19 has led to a multi-vendor video platform environment within the HSE. There is a need to standardise our video platform offering so that HSE services nationally can be delivered in a consistent way. There is a legislative requirement under HSE procurement regulations to secure a National Video Communication Platform(s) for Clinical and Business use.

Purpose of project

Establish a National Framework for Video Communication Platform for Clinical and Business use in the HSE.

The provision of an alternative business platform to enhance resilience from a business and cyber security perspective

Ensure HSE are in line with EU procurement requirements

Key Achievements to Date

  • Establishment of the Procurement Evaluation Group (PEG)

  • Collation of all necessary procurement documentation

  • Issue of Invitation to Tender 21st October 2022
