
Welcome Dr. Raied Abdul-Karim – EHR Programme Director
We are pleased to announce Dr. Raied Abdul-Karim as the new National EHR Programme Director for the HSE.
Dr. Abdul-Karim brings with him more than 20 years of leadership experience in healthcare and a further 8 years in the international energy sector. Throughout his career, he has successfully led major digital transformation programmes, including several large-scale Electronic Health Record (EHR) initiatives. Most notably, he directed the NI Encompass Programme, which delivered a single EHR across Northern Ireland.
His expertise spans digital transformation, governance, procurement, and organisational change. He is highly qualified, holding a Doctorate in Business Administration from Cranfield University, an MBA, an MSc in IT, and a B.Eng. in Electrical and Electronic Engineering. His doctoral research on IT-enabled change in UK healthcare won first prize nationally in 2010.
In addition to his academic achievements, Dr. Abdul-Karim is a Chartered IT Professional and Fellow of the British Computer Society. He also holds certifications in PRINCE2, PMP, MSP, and PROSCI Change Management, and has completed executive training in strategic innovation at Oxford University.
Dr. Abdul-Karim is recognised as a strategic thinker and a collaborative leader. He is passionate about using digital transformation to deliver value beyond technology—aligning change with broader organisational goals and, most importantly, supporting better outcomes for patients and staff.
