Within our Community Health Staff Hub we aim to leverage best practice and operational standardisation of service deliverables and processes through the robust training and development of staff. We aim to develop and maximise staff skillsets whilst meeting regulatory and compliance requirements.

HSeLanD

HSeLanD is the Health Service Executive's (HSE) national online learning and development portal. Built on a fully integrated Learning and Talent Management System, HSeLanD is developed and maintained by the HSE National HR Capability and Culture function.

Please ensure you have your Line Managers approval to attend/partake in any courses before you enrol (see our Pre-Approval Process). If you are experiencing problems trying to locate or enroll onto a course on HSeLanD please contact the Training and Development Team at ehealth.training@hse.ie

   

Local Induction / On-Boarding

When a new team member accepts a post and is at Contracting stage with eHealth HR: 

  • An email is issued to the relevant Community Health representative advising of New Starter details (name, contact details, location, job spec, payroll details. 
  • A Line Manager and base will be confirmed with the Delivery Director/relevant Programme Manager and details of start date provided to Manager.  
  • Contact is made with the new staff member and a ‘Welcome Email’ is issued to the staff member by our office detailing how to access HSeLanD to do online induction and with links to read relevant Service plans. 
  • On commencement the Staff Member will report on Day 1 to a nominated Community Health Staff member for local induction/on boarding and the CH On Boarding Checklist is saved to their personnel file on our local HR files. 
  • The new staff member is sent a follow up email with details of mandatory training to be carried out, training record template, Visual Identity Guidelines, the Information Security Policy and User Declaration Form. 
  • Other Programme Manager’s and team members are advised of the new staff member for information and introductory purposes.

Essential & Relevant Policies/Reading

The HSE HR suite of Policies and Procedures was produced on a partnership basis with various stakeholders, including representatives from the HSE, Health Service Unions and others.  All are based on various codes of practice and relevant legislation.  Policies and procedures are an essential part of any organisation as they help address important issues, such as what constitutes acceptable behaviour by both management and staff.  However, policies and procedures are rendered useless if employers or employees neglect to adhere to them or if we as an organisation fail to communicate them. 

 

A listing of up to date policies is issued to all staff on an annual basis via MS Forms to revert with confirmation of their review for individual records. A full up to date listing can be found here.

Training opportunities aligned with current role requirements - Guidelines

Within eHealth and in our own Community Health Hub we believe in optimising and developing staff.  View the Community Health Training Pyramid to courses that may be of interest to staff to help them progress within their roles and for future roles. Speak with the eHealth Training Department or at local level with ourselves regarding training of interest. There is a full listing of courses we feel are relevant to our team on the Training Record template which we are updating with staff feedback and as new courses arise. 

 

Third Level Education - Guidelines & Process

Third level education refers to programmes of education provided by a recognised institution leading to a Certificate, Diploma, Degree or Post-graduate qualification. 

Eligibility 

  • Any local funding initiative must apply only to employees working for a period of not less than 12 months.
  • Programmes of education must be relevant, appropriate and beneficial to service delivery as agreed between the manager and the individual through the HSE Performance Achievement process.
  • Any previous financial support to an individual for third level education should be a consideration.
  • Only one course per person per year can be supported.
  • Application for funding support should have the Training Budget holders’ approval. This is to ensure continuity of service and ensure financial resource requirements are available.

The Application Process 

  • Intention to pursue a third level qualification should be discussed with the Manager/Department Head as part of the HSE Performance Achievement process.
  • Applications should be submitted 1-2 months before commencement of the course. Confirm you are eligible with institution and obtain fee amount.
  • eHealth Training will issue a PO number to you to send to institution if approved.

Training – Community Health Approval Process & Records

The purpose of the Pre-approval form is to identify and record all staff training requests in line with Performance Achievement. 

This form will also be used to identify the number of staff attending courses, to receive feedback to share with other staff and to maintain accurate records of staff training as per the details in our Training Record template.

   

Course attendance times:

Most classroom sessions commence at 9.30am. Where it might be difficult for some staff to attend at this time due to public transport timescales/distance please advise the course contact by email if you will be delayed as per guidelines in the Training Prospectus above.

 

Performance Achievement

The ambition of the HSE is to deliver the best possible care to our patients and service users. To further that ambition we are committed to developing a workforce that is dedicated to excellence, welcomes change and innovation, embraces leadership and teamwork, and maintains continuous professional development and learning.

Performance Achievement is the process used to translate strategic plans into action. It enables Managers and staff alike to set goals, monitor performance and provide feedback throughout the performance review cycle and to develop staff competencies and capabilities.

This is mandatory requirement introduced under the Public Service Agreement 2010-2014 and its roll-out is a requirement under the Public Service Stability Agreement 2013-2016 (Haddington Road) and the Public Service Stability Agreement 2013-2018 (Lansdowne Road).

It is an opportunity to

  • meet with your line manager, and talk about your goals and objectives in a structured way and clarify all 
  • get feedback on your contribution and achievements
  • talk about extra support and training you may need with  your manager
  • help improve your job satisfaction and performance

One very useful source to be utilised is Health Library Ireland - Our National Resource

The HSE National Health Library & Knowledge Service Annual Report 2021 is now available.

Here are some of the highlights from 2021:

Another upcoming and useful resource will be the National Central Repository (NCR). The HSE Health Library Ireland is leading on a project to establish a document repository to house national policies, procedures, protocols and guidelines (PPPGs), clinical and non-clinical. The NCR will be hosted on the HSE website, a central location to store and quickly access the most up-to-date approved HSE National PPPGs and National Clinical Guidelines.
