Chief Technology Officer

Helen Coughlan

The Chief Technology Officer is responsible for all the technology services provided by the Office of the CIO to the HSE. This includes delivering support and managing all the wider area networks, local area networks, landlines, mobiles, MiFi compute and storage, cyber-security and ICT operations. 

Helen Coughlan is an experienced IT professional with a diverse 30-year career in technology leadership roles across different industries.  She has worked for a number of large multi-national organisations (examples British Gas, Nixdorf, NCR), across multiple jurisdictions. She was based in the UK for the early part of her career and her most recent position was with AIB where she worked for 20 years. 

During her tenure in AIB she has driven numerous strategic initiatives, led teams of technologists (infrastructure support/operations, development/delivery of business services, risk and architecture) and represented the organisation at a senior level with external regulatory and industry bodies. 

Helen worked in the Midland Health Board prior to joining AIB, so is not a complete stranger to the organisation. She is passionate about technology and ensuring we deliver innovative, robust and secure solutions which enhance the patient and employee experience.

What is the Technology Office?

As part of the Knowledge and Information vision of the OoCIO, we are working together towards moving away from treating ICT in HSE as something separate from the “business” of the delivery of health care. Technology enables the business to work in a flexible and mobile way, in the interest of business process efficiency and quality. The Technology Office is an enabling resource to support and drive the technology strategy and innovation to enable better patient and service outcomes.

The Chief Technology Office strategy was published in January 2019. 

The Technology Office is accountable for:

  • Provisioning infrastructure in response to user or application project requests for service
  • Delivery of all infrastructure and technical services, including vendor provided services
  • Mitigating security risks, eg server hardening, perimeter security/firewalls, device security
  • Managing infrastructure refresh, transformation or enablement projects including those delivered by vendors      

The Technology Office works to best practice and standards to:

  • Deliver excellence
  • Run services and keep systems ‘on’
  • Establish and maintain Quality Assurance framework and standards
  • Manage risks (and incidents)
  • Assure benefits
  • Satisfy communities of interest
  • Support the development of the eHealth ecosystem in Ireland
  • Support a culture of innovation and emerging technologies optimisation
