Pat Kelly

Pat Kelly is the Corporate IT Delivery Director at the Office of the CIO. Prior to joining the Health Service in 2000, Pat worked in IT for various Government departments including the Department Finance & Office of The Revenue Commissioners. Pat has over 30 years of IT experience working on many strategic Government initiatives at all stages of their life cycle including programming, analysis, implementation and project management. Pat also lectured for over 10 years on the Bachelor of Science (Information Technology) degree programme at Trinity College, Dublin.

Pat's team is responsible for providing Corporate IT systems that are aligned with the organsiations Strategic Reform Programme. This is achieved through delivery of enterprise solutions such as ERP, eServices and Business Intelligence.

 


Major Corporate ICT Projects 

There are currently 17 projects in train with the Corporate delivery team.  A brief description of the more significant projects now follows:

Business Intelligence - Corporate Information Facility (CIF)

Using standard technology the team have developed a flexible and nimble Corporate Information Facility (CIF) that enables both corporate and clinical functions to carry out a range of business intelligence/ data analysis tasks on a wide ranging of datasets. The speed at which the CIF is adaptable to diverse requirements has proven to be very effective and affordable.

The team have also developed some expertise in the use of Qlikview reporting suite and continue to use it to address emerging requirements.

Health Insurance Management System

Over the past three years the team have deployed the Claimsure product from Slainte, an indigenous Irish Company, to publicly funded hospitals nationwide.

Claimsure is an electronic claims management solution for healthcare organisations. It allows the capture of patient signatures and consultant data electronically and facilitates electronic submissions to the insurers. Claimsure provides a comprehensive reporting facility to allow full oversight of private health insurance debt. 

All sites are now live with the exception of Letterkenny General, Mayo General and Cappagh. These sites will be completed in 2015.

ERP Implementations

The team are currently engaged in a range of ERP projects including;

  • Payroll & HR  upgrades
  • Document Management
  • NCHD Employment Record Portal for HR National Doctors training and planning
  • National eRostering
  • Patient Level Costing
  • MS XRM Dynamics for National Recruitment
  • Coordinated technical upgrades to SAP financial systems 

eServices

As well as being responsible for the HSE Internet & Intranet, the eServices team can respond to corporate requests for a wide and diverse range of eServices. Using standard technology platforms and agile development methods, this team can respond quickly with web enabled solutions to suit most requirements.

Some examples of recent developments include the folowing:

  • CostMyMeds App for iPhone & Android - enables patients to check what they should be paying for their meds.
  • Certificates.ie - an online service for ordering birth, marriage and death certs from the General Register Offfice
  • SAP Online Staff Payslips - eliminates cost associated with production and distribution of paper payslips.
